Abstract

Diplomacy is considered the main motive in the international relations as an alternative to the previous power-based relations. The emergence of international organizations has led to a state of agreement among countries to use diplomacy to manage inter-countries relations. Thus، without diplomacy, the brutal force concept would control international relations. This study has been divided into three sections: 1- Theoretical background of the study. 2-The main responsibilities of the diplomatic role. 3- The Yemeni negotiations (a case study). The results of this study have revealed the following: Diplomacy tools and strategies are the most appropriate to deal with some international conflicts. Diplomatic work is the best tool to manage political conflicts among countries when the negotiators understand their role and responsibilities deeply. Diplomacy has failed to resolve the conflicts in Yemen because the Yemeni negotiators do not feel their responsibilities towards their country - Yemen.
