The researcher has used the descriptive analytical survey method to suit the nature and objectives of the current study. The researcher has designed a questionnaire that includes (55) items, distributed in five areas, whose validity and reliability were verified. Then it was formulated in its final form, and applied to a sample of experts working in quality consisting of (32) experts. They were chosen in an intentional manner using the modified Delphi method, and the statistical analysis showed that the degree of importance of the requirements for activating academic development and quality assurance centers in Yemeni universities, as seen by the quality experts themselves, was of great importance, with an agreement rate of (94.33%), on the overall performance level. Based on this result, the researcher has limited his work to one round through which he obtained a high level of consensus among experts regarding the requirements of activating academic development and quality assurance centers in Yemeni universities.
