The study aims to evaluate the functional and practical quality of the university professor’s performance in the governmental Yemeni universities subject to the Yemeni Universities Law No. (81) of 1995 AD and its amendments, and the executive regulations of the Yemeni Universities Law, which are seven universities (Sana’a - Aden - Thamar - Taiz - Ibb - Hadramout - Hodeidah ). The study has adopted the methodology of content analysis and participatory observation. The research has been divided into three sections; the first is the theoretical framework and the second is the psychological and social foundations of evaluation. The third section analyzes the current situation of the functional and practical quality of university professor performance in Yemeni universities. The research recommends that universities and higher education institutions develop university jobs and faculty members' jobs through a detailed general strategy that combines knowledge strategy and performance strategy on the basis of functional complementarity, and giving universities full financial and administrative independence to organize their affairs.
