Abstract

This research aims to show the nature of Islamic media, the criteria for addressing the public and the media service that should be directed to this audience. It also clarifies the rules for formulating media content for the public, and the means that can be used to convey media content. The research has been divided into an introduction, two sections, and a conclusion. The first section has dealt with the nature of Islamic media and its audience, and the second section has examined the criteria for addressing the public. The research has reached a number of results, including: An Islam-oriented approach to media is what media administrators should follow when addressing the various groups of the target audience. Unfortunately, this approach does not exist in practice in Islamic countries, except in simple aspects and limited programs, which lack many methods of formulation and knowledge of the state of the target audience. In other words, the adoption of this Islamic approach to media is still in its infancy and a huge amount of positivist media practices are common.
