Publication Fees and Waiver Policy
This policy discloses every charge that may be imposed on authors and establishes safeguards to ensure that financial considerations do not influence editorial assessment, peer review, or publication decisions.
1. Article Processing Charges (APC)
TUJNAS does not charge a manuscript-submission fee. Authors are not required to make any payment before a manuscript has completed peer review and received a formal acceptance decision.
The publication fee payable after acceptance is:
- Authors affiliated with Thamar University, including staff and students: YER 20,000.
- Authors affiliated with other Yemeni universities, institutes, centers, organizations, or foundations: YER 30,000.
- Authors based outside Yemen: USD 250.
The fee covers legitimate journal operations, such as editorial administration, copy-editing, typesetting, and website maintenance. TUJNAS does not impose separate page, color, DOI, supplementary-material, formatting, or language-editing charges unless they are listed here before submission. Authors are responsible for whether bank-transfer charges or taxes apply.
2. Waivers and discounts
TUJNAS provides a 20% discount on the applicable article processing charge when the corresponding author’s primary institutional affiliation is located in a country classified by the World Bank as a low-income economy on the date of initial submission.
For a multi-author manuscript, eligibility is determined by the primary institutional affiliation of the corresponding author.
The country-based discount:
- applies to the APC otherwise payable by the corresponding author;
- is not automatically applied;
- must be requested before payment;
- cannot be transferred to another manuscript;
- cannot be exchanged for cash;
- cannot be combined with the Editorial Board waiver because the Editorial Board waiver already covers 100% of the APC.
3. Editors and Editorial Board members
An editor or Editorial Board member does not receive preferential editorial treatment. If TUJNAS retains a full fee waiver for these contributors, the benefit must be approved administratively after the manuscript has been assigned to an independent, non-conflicted handling editor. The submitting member must not access the manuscript, reviewer identities, reviewer reports, correspondence, financial information, or decision. The manuscript must undergo the same screening and review by at least two independent expert reviewers as other submissions. The waiver does not guarantee review or acceptance, and the recusal must be recorded. Where appropriate, the published article must state that the manuscript was handled independently.
4. Decision-making and confidentiality
The Finance Officer of the journal decides waiver and discount requests. Editors and reviewers are not informed of an author’s ability to pay, waiver request, discount status, invoice status, or payment status while the manuscript is under editorial consideration. Editorial decisions are based only on scope, validity, originality, ethics, reporting quality, and the independent peer-review record.
5. Invoices, payment, refunds, and withdrawal
An invoice is issued only after formal acceptance. Accepted articles are scheduled for publication after payment or written confirmation of an approved waiver. TUJNAS does not charge a withdrawal fee.
Publication fees are refundable only when TUJNAS has received payment in error, cannot provide the agreed publication service, or approves another documented exception. No refund is ordinarily available after the Version of Record has been published.
