Obstacles to Implementing Organizational Citizenship Behavior in Community Colleges in the Kingdom of Saudi Arabia

This study aimed to identify the obstacles hindering faculty members from practicing Organizational Citizenship Behavior (OCB) in community colleges in the Kingdom of Saudi Arabia and to determine the necessary requirements to enhance this behavior within the academic environment. Adopting a descriptive-documentary methodology, the study analyzes relevant literature and prior research to derive objective answers to the research questions. Findings revealed that key organizational and administrative obstacles included bureaucracy and weak incentives, while leadership obstacles were manifested in poor motivation from leaders and a lack of participatory practices. Additionally, individual obstacles were in workload pressure and low awareness, whereas cultural and environmental hindrances included weak culture of collaboration and negative societal perceptions toward community colleges. The study underscores the need for empowering faculty members to participate in decision-making, developing reward systems, promoting participative leadership, raising awareness of OCB, and fostering a positive organizational culture. Recommendations include establishing a national strategy to disseminate OCB, creating dedicated units to support its implementation, and linking institutional performance evaluations to OCB indicators. Conducting future comparative research covering community colleges and universities in this field was proposed.
