Requirements for investing in artificial intelligence in open educational resources for higher education: CHATGPT as a model

This study aims to shed light on the foundational elements for the effective use of CHATGPT in the field of open educational resources. This is due to the fact that CHATGPT is a product of artificial intelligence breakthrough and its large language models (LLM), on one hand, and on the other, Open educational resources are a valuable source for higher education and have a global trend that supports the educational process. Through theoretical analysis in this research paper, it has been found that artificial intelligence has immense capabilities that allow it to be used as open educational resources in various forms. Furthermore, investing artificial intelligence as an open educational resource for higher education, particularly CHATGPT, requires certain technical requirements, such as subscribing to the company's API and providing a suitable and customized programming interface based on the goals and policies of the university institution and the desired services from utilizing CHATGPT. This is followed by financial requirements, including operational expenses and subscription costs mentioned above. Moreover, there are legal requirements related to licenses and intellectual property for the application of CHATGPT in accordance with the permissions granted for the use of open educational resources. Lastly, there are human requirements in terms of qualified personnel that supports the process throughout various stages of this investment.
